Residency is Basically how long you've been living somewhere. Are you going out of state? If NOT then don't worry about it you'd be considered a Resident. As long as you've lived in the current state for 2 plus years I believe (This could be wrong because when I applied 2 years was considered resident not sure about now).

Basically it's just asking you how long you've lived in the state that you currently live in at least that's what I think it is
